Abbreviation. Searchers are not going to take the time to type out the whole state name.
It would depend on how many searches are performed using the state spelled out or abbreviated. A tool like WordTracker can help you to see which is more popular
I suspect that for a short state name the spelled out version would be better and for longer ones the abbreviated version would be better.
